Huntington Beach police told KCAL9’s Stacey Butler they did not ask the driver to submit to a field sobriety test and believe the crash was an accident.

Police said the driver likely slammed on her brakes and swerved off the road to avoid hitting the driver in front of her, who applied brakes for no known reason.

Footage from the crash site showed the BMW submerged in water. The driver declined an on-camera interview.
