Fire crews were first alerted to the roughly 200-acre blaze just before 11 a.m., Cal Fire officials said.
The fire was being fueled by winds gusting at 15 mph, as well as Red Flag conditions, officials said.
Caltrans initially diverted traffic off the 15 Freeway, which had been shut down in both directions, at Cleghorn Road.
The freeway was partially reopened in both directions shortly before 5 p.m.
The San Bernardino County Sheriff's Office has issued the mandatory evacuation of Mathews Ranch.
The California Department of Forestry has also ordered five air tankers to assist in the fight.
