VENICE (CBS) —A $50,000 reward was offered by the Los Angeles City Council Thursday to help solve the murder of a local youth pastor.

Oscar Duncan, 23, was fatally shot around 10:30 p.m. Monday in front of his Venice-area home near California and Santa Clara avenues, according to the Los Angeles Police Department.

Duncan and his girlfriend had just returned home from Bible study when he was shot.

“The victim walked toward the vehicle to see who it was and suddenly one person from the vehicle fired a shot, hitting Oscar in the head,” said Lt. John Radke.

Witnesses described the vehicle as an older model white car.

But despite the community’s mourning over his death, KNX 1070’s John Brooks reports Duncan’s family want the perpetrators brought to justice without any more bloodshed.

“No retaliation needs to be done,” said Duncan’s brother Curtiss. “I’m concerned about my family, support for my mom, and all his family and friends have been there.”

Duncan worked as a youth minister in Inglewood and at the Boys and Girls Club of Venice.

Duncan was not gang member, but police believe the suspects may be. Authorities have not determined a motive in the shooting.
