CBS2 Investigates: Activists Claim Inoperative Water Treatment Plant Wasted Stimulus MoneyA water treatment plant built using more than $3 million of taxpayer money was supposed to remove bacteria from the waters feeding into Santa Monica Bay but it ended up dumping more bacteria into the ocean.
