The city of Brea will pay $700,000 to a man who was arrested in the 2011 killings of his mother and brother but was freed when his high school friend confessed to the crimes, lawyers said Tuesday.
Iraq war veteran Itzcotal “Izzy” Ocampo, 23, is expected to be arraigned on six murder charges Tuesday. Authorities say Ocampo killed four homeless men in Orange County between December and January.
