Trump Signs $1.3T Spending Bill After Threatening Veto Over DACA, Border Wall

WASHINGTON (CBS News) –  President Trump is signing the $1.3 trillion omnibus spending bill he threatened to veto only hours earlier, he announced in what he billed as a last-minute "news conference" Friday.

Mr. Trump said he "seriously" considered vetoing the legislation over concerns it doesn't protect DACA recipients or fully fund his border-wall, but decided against doing so to fund the military.

Mr. Trump told Congress he would "never" sign such a bill again, after the Senate passed the legislation early Friday morning to avoid a shutdown at midnight. As recently as Thursday, Mr. Trump's top White House staff said he would sign it, and the president himself in a tweet Wednesday touted the bill's funding for his border wall.

"I will never sign another bill like this again," Mr. Trump said. "I'm not going to do it again. Nobody read it. It's only hours old."

The president claimed the bill had a "lot of things we shouldn't have had."

Mr. Trump shocked Washington Friday morning when he - against every indication from himself and his staff -- said he was considering a veto. The president's threat, for a few hours, threw what seemed like a done deal into a chaotic situation. Many House and Senate members have already left Washington, D.C., for the week, rendering another vote in both chambers before a shutdown impossible.

"I am considering a VETO of the Omnibus Spending Bill based on the fact that the 800,000 plus DACA recipients have been totally abandoned by the Democrats (not even mentioned in Bill) and the BORDER WALL, which is desperately needed for our National Defense, is not fully funded," Mr. Trump wrote on Twitter early Friday morning.

Government funding would have run out at midnight Friday. If he had followed through, this would have been Mr. Trump's first veto since taking office.

The conservative House Freedom Caucus has voiced its opposition to the bill, based on increased spending levels.
