Flash Flood Warning In Effect For Colby Burn Area As Winter Storm Moves In

LOS ANGELES (CBSLA.com/AP) — Southern California was drenched Sunday as the latest winter storm brought downpours, heavy winds and mountain snow.

Several weather warnings were issued by the National Weather Service, including flash flood warning for northwestern Ventura and southwestern Santa Barbara counties that expired at 1:45 p.m.

Another flash flood warning remains in effect for the fire-scarred areas of east central Los Angeles County, including the Colby burn area, until 3:45 p.m. and was issued for San Bernardino County until 5 p.m. The warnings mean flooding and debris flows are imminent or are occurring near homes.

A severe thunderstorm warning also remains in effect for San Bernardino County until 2:15 p,m., while one issued for northwestern Los Angeles and Ventura counties expired at 1:30 p.m.

In downtown Los Angeles, firefighters rescued a man trapped by the fast-rising Los Angeles River as the system moved in and dumped up to .75 inches of rain by midmorning. The man was uninjured after being pulled to safety along the riverbank area east of downtown known for homeless encampments.

Up to 2 inches of rain was expected in the valleys of Los Angeles County and as many as 3 inches possible for southwest-facing foothills and mountains, according to the National Weather Service.

North of Los Angeles, a crash involving two trucks closed southbound lanes of Interstate 5 near the Grapevine. There were no immediate reports of injuries. Motorists were warned to use caution on mountain roads, where snowfall above 5,500 feet could create icy conditions and poor visibility.

Forecasters warned of winds gusting as high as 80 mph on some peaks.

The storm also churned up high surf along west and northwest-facing beaches.

To the north, up to a foot of snow was expected to fall this weekend at the Sierra Nevada's highest peaks, the weather service said.

Another rain storm was expected in the San Francisco Bay Area by Sunday evening.
