Captain Dan Hughes is set to take over the Fullerton Police Department the first week in January -- at least a month before he is expected to get the internal reports in the death of 35-year-old Kelly Thomas.

Thomas died after an alleged beating by police, prompting charges to be filed against two officers -- Manuel Ramos and Corporal Jay Cicinelli.

Captain Hughes, who is replacing interim chief Captain Kevin Hamilton, says he's going to work on restoring public trust and confidence.

"And if an officer betrays that trust by making an unethical decision and I can only tell you as the acting chief that will not be tolerated," said Hughes.
