Riverside County District Attorney Rod Poacheco says the scheme kept families and children countywide from getting the help they need by creating fake child care providers, as well as some fake children and alterations to the names of actual children who were no longer part of the program.
The seven defendants face a variety of charges including embezzlement by a public officer, grand theft and conspiracy to commit fraud.
Five of the seven are behind bars, while the other two have been ordered to surrender when they return.
