HOV Driver Using Dummy Turns Out To Be Dumb Move

BREA (CBSLA.com) — When it comes to L.A. traffic those drivers who legally get to use the HOV lane are no dummies.

But one driver actually used a dummy to get the coveted driving privilege.

The driver using a mannequin dressed as a woman was pulled over by Brea police and received a $400 fine. Police say the fine increases for repeat offenders.
