At 4:42 p.m., the suspect pulled off the 14 Freeway and made a U-turn on an on-ramp.

Mundel referred to the U-turn as reckless “and a bit crazy and I’m sure CHP didn’t see that coming.”

About 5:10, the suspect pulled over and just seemed to give up. He got out of the vehicle with hands on his head and walked backwards to face arrest.
