The accident happened around 1:45 a.m. at Sierra Highway and Crown Valley Road.

"As Mr. Frank was entering traffic on Sierra Highway, he struck Mr. Nicholas Brooks who was walking near the sidewalk." CHP Officer Monica Posada told KNX 1070's Bob Brill.

Frank allegedly then fled.

According to the CHP, a female driver followed the Civic to an Acton apartment and alerted authorities.

Frank was arrested just before 4 a.m., authorities said.

Brooks was treated at the scene by first responders but refused a ride to an area hospital.
