Krekorian: No '2nd Amendment Concerns' Over Magazine Ban
LOS ANGELES (CBSLA.com) — A key hearing was underway Friday at City Hall over whether city officials have the legal authority to ban high-capacity ammunition magazines.
The Los Angeles City Council Public Safety Committee is expected to hear testimony from victims of gun violence and other advocacy groups.
Councilman Paul Krekorian filed a motion in January to study the "feasibility, effectiveness and benefits" of an ordinance prohibiting possession of certain ammunition magazines within city limits.
Krekorian told KNX 1070 NEWSRADIO his legislation would close a current loophole that allows the ownership - but not the sale - of the ammunition clips.

"I don't think we'll have any trouble getting this advanced out of the Public Safety Committee and on to Council," he said. "We may have to take a little bit more time to look at some of the policy implications and legal implications and get a thorough report back."
However, Krekorian downplayed any potential Constitutional issues as being one of the legal aspects under review.
"I think that issue is pretty well resolved, that regulation of magazines is not going to involve any Second Amendment concerns or anything like that," said Krekorian. "It's really more an issue of where the boundary of city jurisdiction and state jurisdiction may be."
The City Council meeting was scheduled to begin at 8:30 a.m.
