Murder Charges Filed Against Norma Lopez's Alleged Killer

MORENO VALLEY (CBS) — Charges were filed Wednesday against the man suspected of killing 17-year-old Norma Lopez.

The Riverside District Attorney's Office filed one count of murder with a special circumstance allegation of kidnapping against Jesse Torres.

Investigators released and rearrested Torres earlier this week because no charges had been filed.

There is no legal limit to how many times that can be done, but some experts say arresting someone more than twice could lead to a wrongful prosecution case.

He's accused in the kidnapping and murder of Lopez, who was abducted July 15, 2010, as she walked home from summer school in Moreno Valley.

Torres, 35, of Long Beach, will be arraigned Thursday at 1:30 p.m. in Riverside County court.

He is being held on $1 million bail.
