The suspects — one from Compton, the other from Santa Ana — are suspected of stealing tools from construction sites in Tustin and Irvine.
Newport Beach Police spokesperson Kathy Low said the thieves have already twice hit her community — once near City Hall and another time on Pacific Coast Highway.
"In a couple of the incidents, they were seen wearing orange safety vests and that made them appear to be legitimate workers on the site," said Low.
Police have been able to recover stolen property from some of the crimes.
