Fugitive Arrested, Extradited On Charges In 1991 Sexual Assault Case

SANTA ANA (CBSLA.com) — A 75-year-old fugitive has been arrested and extradited from Mexico on charges of committing lewd acts upon a child in 1991, officials announced Wednesday.

According to the Orange County District Attorney's Office, Henry Arthur Quinones is accused of orally copulating, digitally penetrating and having sexual intercourse with a juvenile victim -- who was between the ages of 3 to 8-years-old -- regularly between 1984 and 1989.

After noticing changes in the victims' behavior, neighbors reported the case to the Anaheim Police Department, which subsequently led to Quinones' arrest, authorities explained.

Police explained he fled to Mexico during the middle of a jury trial while he was out of custody on $50,000 bail in 1991.

A warrant for Quinones' arrest was subsequently ordered when he failed to appear in court. The trial continued in his absence.

Jurors convicted Quinones of 26 felony counts of committing lewd acts upon a child under the age of 14-years-old on Oct. 4, 1991. He was ordered to spend 56 years in state prison, according to the district attorney's office.

In 2010, FBI agents identified his location in Mexico. Quinones was arrested by Mexican law enforcement authorities about four years later.

On April 17, he was extradited from Mexico by FBI agents, and was transported to APD.

"This defendant is a pedophile who has escaped punishment for too long," stated District Attorney Rackauckas. "He committed one of the worst violations against a young innocent child."

Quinones is scheduled to be sentenced in court on May 8 in Santa Ana.
