LAGUNA BEACH (CBSLA.com) — The Orange County Register reports that Westminster’s retired police chief and former city manager was killed Friday in a cycling accident.

The newspaper reports that James Waller was riding along State Route 133 north of State Route 73 when a driver struck him from behind.

The accident happened near Laguna Canyon Road.

Waller’s cycling companion was seriously hurt.

Friends told the paper that Waller was a passionate cyclist who rode hundreds of miles to raise money for fallen officers.
