According to Lt. Colleen Flores of the Arcadia Police Department, Bell suffers from bi-polar disorder.

Bell takes medication for his illness and officials say he also has a skin condition on his left left that that requires him to occasionally wrap his leg in gauze.

The missing man uses a wheelchair although he can walk. Bell's wheelchair is also missing.

Bell is described as white and about 5 feet 10 inches tall. Authorities also said he weighs about 240 pounds.

Last time Bell was seen, he was clad in khaki pants and a light brown jacket.

Authorities asked anyone who might have seen Bell to call Arcadia Police at (626) 574-5156.
