Laguna Hills Man Arrested On Federal Child Exploitation Charges

SANTA ANA (CBS) — An Orange County man is being held without bond after being arrested on federal charges alleging that he tried to lure a 13-year-old girl to the Huntington Beach pier and sexually assault her.

Ian Victor Kincheloe, 25, was arrested Thursday by U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) and the Orange County Sheriff's Department (OCSD).

Orange County authorities started investigating Kincheloe in July when he began an Internet relationship with "Cindeed8400," whom he believed to be a 13-year-old girl. Officials say "Cindeed8400" was an adult posing as a child.

The Internet relationship grew to include text messages and phone conversations through August where he talked to her about engaging in illegal sexual activities, investigators said.

Kincheloe, of Laguna Hills, was arrested Aug. 3 on state charges by the Child Exploitation Task Force at the Huntington Beach pier where he had arranged to meet the alleged minor. Authorities searched his car and found a box of condoms, alcohol and flex cuffs. Federal agents also discovered that Kincheloe had booked a hotel room in Newport Beach for that night.

Until his recent arrest by federal authorities, Kicheloe had been free on a $100,000 bond.

He faces a mandatory minimum prison sentence of 10 years if convicted.
