Police Believe Registered Sex Offender Possibly Linked To Indecent Exposure Acts On Children

MONTEREY PARK (CBS) — Police believe a registered sex offender who was recently prosecuted on a misdemeanor indecent exposure charge in Monterey Park may have been involved with other incidents involving children.

"Detectives found some things" in the writings of Joseph W. Toscanini "that he was carrying indicating he may have committed other indecent exposure acts in front of young girls and has a preference for that age group," Monterey Park police Lt. Carrie Mazelin said.

"We are concerned there are other victims out there and we want them to come forward and tell us what happened," Mazelin said.

The case against Toscanini, a 46-year-old transient, was adjudicated earlier this month. Court records did not show updated information on the outcome of the proceedings.

Toscanini was arrested about 3:30 a.m., Aug. 14, outside a late-night cafe in the 400 block of Garvey Avenue for suspicion of indecent exposure, Mazelin said.

"He was masturbating out in front of the cafe and a man who saw reported it to nearby officers," Mazelin said.

Mazelin said she didn't know of Toscanini's whereabouts. She asked anyone with information to call Monterey Park police Det. Rebecca Minor at (626) 307-1239.
