LOS ANGELES (CBS) — A Department of Motor Vehicles employee faced arraignment Monday on charges of giving commercial licenses without a test.

KNX 1070's Ron Kilgore reports Michelle Carbajal, 37, worked in the Fullerton DMV for nine years before she was arrested on Friday.

Deputy Orange County district attorney Brock Zimmon said Carbajal is accused of issuing a dozen commercial licenses by falsifying computer records.

"She would access the records of some of these drivers, and after getting payment from middlemen, she would then put in the computer that they had passed a number of written tests, and either claimed that they passed or she waived the commercial driver's license test," said Zimmon.

Carbajal would provide the license to drivers who had not demonstrated competency in the proper use of specialized brakes, hauling double-sized trailers and driving big-rigs and other commercial vehicles.

Investigators are still looking for the middlemen, while Carbajal is accused of 19 felony counts of altering public documents and 19 counts of fraud.

She could face 22 years in prison if convicted.
