Villaraigosa Leads Push To Lift Prop. 13 Cap On LA Property Taxes

LOS ANGELES (CBS) — The mayor of Los Angeles on Tuesday called for changes to a law that limits how much the city can collect in property taxes.

KNX 1070’s Pete Demetriou reports Mayor Antonio Villaraigosa is taking his efforts to overturn Proposition 13 to the Sacramento Press Club.

Villaraigosa has recently suggested that the time has come for the idea of a split property tax roll as well as rethinking how to fund at education at all levels.

He told Los Angeles Times columnist Steve Lopez in July that he was considering calling for changes to Prop. 13 that would initially address commercial property taxes and ultimately residential taxes.

“He has said before that he is considering changes to Prop. 13, which we think would be political suicide,” said Jon Coupal with the Howard Jarvis Taxpayers Association. “Prop. 13 continues to poll very popularly in California.”

Despite the mayor’s efforts, however, it remains unlikely that any changes to Prop. 13 will be enacted.

A 2009 attempt by the San Francisco County assessor to get an initiative for a split property tax roll on the ballot failed to get enough signatures, and odds are against two-thirds of the Legislature voting to putting the measure on the ballot.

Passed in 1978, Prop. 13 established the base year value concept for property tax assessments, limiting increases to the inflation rate or two percent, whichever is less, according to the California Board of Equalization.

    Any attempt to reverse or change Proposition 13 would be wrong. The City and State has shown they do not fiscally handle their matters correctly. The mayor has over 30 assistants making an average of $52,000 a year based on the LA Times article published earlier this year. Even park maintenance workers make that salary. Make sure educators are well paid and we can discuss matters further but when the guy or gal who picks up the garbage makes more than the teacher teaching my child something is wrong. If you want to create a law where renters pay a special school tax if they live in the neighborhood and the burden isn’t just on homeowners, then that is a different story. Create new tax revenue instead of diluting those protecting property owners

      Dude, LA Times lies to no end. The Downtown News couldn’t get a head count on the deputy mayors. They came up with a list of about 20 from the Mayor’s office, but were able to count over a hundred from media and articles they reviewed. And those people get cars, and are probably paid in something close to six figures, if not over. Never mind the fact he’s using tax payers dollars to campaign for an office in Washington DC.

      If the mayor is successful in changing this law, he will destroy the housing market completely. People will have to sell their homes because they can’t afford the higher tax. Homes will go into foreclosure because of that.
      I guarantee a revolt of enormous proportion if the mayor even tries to succeed with this.
      “duluting ” is an unfortunate word.
      You don’t dilute property owners RIGHTS when you increase taxes. I’m sure you didn’t mean that.
      What you do by changing the law is to put more of a burden on property owners
      in a time when we are least able to handle it.
      As for the mayors assistants. The salary is not excessive. The number IS!.
      Where did you get that number????
      You are also comparing apples to oranges when you discuss Trash collectors and teachers. I can guarantee you that each group of employees work hard at their task. Public employees used to be underpaid. Thanks to UNIONS and their callous look at our country’s economy, public employees are now paid 2x,3x,4x the salary of the ordinary working person. Not to mention PENSIONS, HEALTH CARE, and cars, and expense accounts. Add to that those people who abuse our system of gov’t., by creating fraudulent actions and steal from the govt.
      The actions of city officials in Bell for example, and Vernon and other cities
      are only small examples of what is wrong with California., and the rest of the country.
      Do you see any politician running for office addressing these issues.????

        Mayoral assistants are not the same as Deputy Mayors, so the assistants probably are making $52,000 in L.A., which is not an excessive salary. Most mayoral employees are not union, they are considered “exempt” which means they can fired and lose their benefits when the mayor is out of office.

        As for union employees, of which I am one, I don’t get a car, free gas, free parking, or an expense account. There are thousands of local government employees who work their butt off everyday to make up for the idiots you elect.

      I completely agree with you. I don’t want to hear about ANY increase in property tax UNTIL THE STATE AND CITY DECIDE TO DO SOMETHING about pensions for state workers.

      Why should property owners PAY FOR PENSIONS FOR STATE EMPLOYEES WHO CAN RETIRE AT AGE 50 AND 90% OF THEIR SALARY?

      That is who they should be talking to, not property owners.

        Here’s a novel idea. NO PAY INCREASES for government workers or politicians, unless the seniors on Social Security get an increase and that raise CANNOT exceed the same % increase for seniors. Seniors have NOT received an increase for a couple of years now. AND NO PENSION can exceed the equivalent of what a senior on Soc. Sec. gets. That’s right. Why should ANY government employee get more than a senior on Social Security? Or we could make them pay into Social Security and get nothing more. If they don’t like it, let them find a job in the private sector.

Eventually they will even want to take people’s homes away from them, set up government rent control and dictate where and how people live.       The homes covered by the lower property taxes that came into play with Prop. 13 should be paid for in full by now. Those people and their heirs will have higher property taxes, yes, but no house payments. What are you whining about? The only people I have heard complaining about the demise of Prop. 13 are the children of the original homeowners who complain because they will have to pay higher property taxes. The heirs didn’t have to pay property taxes and the mortgage payments. They’re just a bunch of whiny, cheap Boomers, usually. And as for this complaint about paying for schools, and roads, and pensions for state workers it all comes down to a bunch of whiny, cheap, angry Boomers who don’t want to help this country become better. They received their share of the American pie, but they don’t want to share it with anyone else. I have bad news for you, but America is great because it does know how to share and if you don’t start sharing it will all come to nothing, absolutely nothing. Think about it. I support the mayor’s stand and I will work to help him make Proposition 13 a thing of the past.

You’re doing well. Have many employees. You pay your share of payroll taxes. At the end of the year you have a modest profit., after all deductions. Now that NET INCOME is taxed at 35%. say you made a net profit of $100 million in net profit. $35 million goes to the federal government. Now that doesn’t account for STATE TAXES, which LIKES to tax the same. However, most states are not as STUPID as the IRS, or our DEMOCRATIC AND REPUBLICAN POLITICIANS. The states want your business, so they give you a break so you’ll stay.
        Here’s the deal. COMPETITION. The rest of the world is OFFERING a MINIMUM of 20% federal tax on their net profits, and they rarely audit the books. BECAUSE they want your business. Today, because big business has LOBBIED stupid politicians who have NO BUSINESS EXPERIENCE to change the tax laws, your corporation does not have to RE LOCATE your company or employees to another country. JUST YOUR ASSETS, CORPORATE PAPERS, ETC. All this because of STUPID POLITICIANS IN WASHINGTON.

        I bought a bird feeder and hung it on my back porch. Within a week we had hundreds of birds taking advantage of the continuous flow of free and easily accessible food.

        But then the birds started building nests in the boards of the patio, above the table, and next to the barbecue. Then came the poop. It was everywhere: on the patio tile, the chairs, the table .. EVERYWHERE!!!!

        Then some of the birds turned mean. They would dive bomb and try to peck me even though I had fed them out of my own pocket. And others birds were boisterous and loud. They sat on the feeder and squawked and screamed at all hours of the day and night and demanded that I fill it when it got low on food.

        After a while, I couldn’t even sit on my own back porch anymore. So I took down the bird feeder and in three days the birds were gone. I cleaned up their mess and took down the many nests they had built all over the patio. Soon, the back yard was like it used to be …. Quiet, Serene…. and no one demanding their rights to a free meal!

        Now let’s see. Our government gives out free food, subsidized housing, free medical care and free education, and allows anyone born here to be an automatic Citizen?

        So then the illegal’s came by the millions. Suddenly our taxes went up to pay for free services. Small apartments are housing 15 people. You have to wait 6 hours to be seen by an emergency room doctor. Your child’s second grade class is behind other schools because over half the class doesn’t speak English.

        Just my opinion, but maybe it’s time for the government to take down the bird feeder. If you agree, pass it on! If not, just continue cleaning up the poop.

In Washington, while trying to get transportation money or is it in Washington trying to curry favor with more powerful donors and politicians for your ambitious run for State office. In any case , pursuing a change to Proposition 13 was political suicide. Breaking up the LAUSD to balance educational matters for all Los Angeles children is a better idea. Stop purchasing textbooks from Texas Textbook distributors who want to rewrite history. Stop building new schools when you can’t fill or pay to run the old ones. Let LA City Parks buy from vendors who charge a competitive rate instead City Vendors who charge a premium. Raise revenues by cutting fat from City payroll including the mayor’s salary to govern by example. It’s not just the people off camera who need to bear the burden.

    Leave prop 13 alone, it works as intended. It keeps homeowners in their house and the tax is adjusted after sale. Taxes do increase as prop values go up, they increase and decrease over time, but this prop 13 limits the amount. Keep your hand out of my pocket

      Affirmative Action. what part of AA did he use to get in UCLA. I was under the impression UCLA did not accept those kind of applicants UNLESS they passed a very vigorous testing phase to get in. I’d like to know what courses he took, and whether he graduated. thanks for the info, unconfirmed, of course.
      He does follow the basic Democrat philosophy which doesn’t take much brains to do that. I could say the same for the Republicans.
      The only group I know (political) that think for themselves are the INDEPENDENTS., and the LIBERTARIANS.
      What we need in office are business majors with at least 2 corporate(successful) executive positions., still operating of course.

    At 1K a month, every parent legal and illegal would pull their kids out of class.
    and all the schools would close.
    Public schools can no longer exist without some cost to the parents.
    Lets find out the real cost of education, and go from there. Of course all the accounting would be done by an outside source that would highlight the costs of teachers, UNIONS (ugh), and PENSIONS., not to mention HEALTHCARE.
    You see, the last three items are the real cost of education. Its not the kids., or brats as you call them.
    Even if parents were required to pay $500 a year for each child payable over 12 months -=$41.67 per month., that seems reasonable.
    You on the other hand talk like a man with a square, paper ah.

    No I don’t have kids. That’s why I shouldn’t have to pay for your to be educated. It should be paid for totally by those that have brats, not out of MY pocket!
    I could care less if the schools closed, think of the money California would save and then maybe the illegals would take their kids to another state, or even better back to wherever they came from.
