The Fourth District Court of Appeal in Santa Ana exonerated McGill for her role in creating a database naming parents and other critics of the school board.
At the same time, justices cleared the District Attorney's office of misconduct for accusing McGill of lying under oath.
Last December, the appellate court tossed out all charges against former Capistrano Unified School Superintendent James Fleming.
