NEWPORT BEACH (AP) — A registered sex offender has pleaded not guilty to masturbating in front of three teenage girls in a public library.

Orange County prosecutors say 67-year-old Robert Bruce Engel of Mission Viejo is charged with a felony count of indecent exposure.

He entered a not guilty plea on Wednesday and he’s in jail with bail set at $20,000.

Investigators say Engel has prior indecent exposure convictions in 1999 and 2002.

The Orange County Register says Engel went into the Rancho Santa Margarita Library on May 9 and sat on a bench across from the girls and began touching himself sexually.

    How is a registered sex offender ALLOWED to go to a public library, where there are bound to be women and children?
