BELL (AP) — A Southern California judge has given officials of the scandal-plagued city of Bell two weeks to submit the names of three outsiders they would allow to keep watch on how they spend taxpayers' money.

At a hearing Tuesday, Los Angeles Superior Court Judge Robert H. O'Brien told Bell to submit the names by Dec. 3. At that time, O'Brien said, he would consider deciding whether a court-appointed monitor is needed to keep watch on city finances.

State Attorney General Jerry Brown has called for such a monitor. On Tuesday his lawyers gave the judge three names of fiscal experts Brown would be happy to see take the job.

Bell residents were outraged to learn earlier this year that millions of dollars in taxpayer money was spent on huge salaries for city officials.
